Despite being one of the many provinces in Canada, Quebec has some distinguishing governmental power due to its unique culture and language preferences. In the same manner, Quebec enjoys more autonomy than the federal government in terms of its provincial immigration processes. Therefore, Quebec can have its own immigration target and criteria when it comes to hiring foreign skilled workers.
Select the option to Immigrate- Quebec Skilled worker program OR Quebec Experience Class
Quebec Skilled Worker Program (QSWP) and Quebec Experience Class (PEQ) are the two pathways through which skilled workers of foreign nationalities can immigrate to Quebec. For QSWP, firstly, the interested candidates must submit an expression of interest (EOI) on an online site called Arrima. Therefore, they will be judged based on their age, educational background, language skills, and previous work experience. Among these, the selected candidates will be invited to apply for the final round. In the case of PEQ, the candidate must have work experience in Quebec.

The selected candidate receives the Quebec Selection Certificate (CSQ) from the Ministry of Immigration, Francization and Integration, which they can later submit to Immigration, Refugees and Citizenship Canada (IRCC) for the application of permanent residence.
Along with these options, the Temporary Foreign Worker Program (TFWP) and the International Mobility Program (IMP) are the two temporary options through which a skilled worker can enter Quebec. These programs are made specifically to address industry-specific labor shortages. In the case of TFWP, the requirement is to have the Labour Market Impact Assessment (LMIA), which is not needed in IMP.
