The Federal Program at a glance
Launched in 2010, the FIN Program addresses a key barrier that newcomers face: the lack of work experience in Canada. The FIN Program works with employers in the public sector to find several paid opportunities for newcomers, thus helping to support their labor market integration and participation, providing them a huge help in the sector.
A team manages the FIN program at IRCC that coordinates and engages volunteers from multiple government departments to help with application screening and interviewing. They act as mentors for candidates who receive posts, increasing awareness of the benefits of diversity and inclusion. IRCC also operates in close partnership with immigrant-serving organizations across Canada.
Who is eligible for the Federal Internship for NewComers(FIN) program?
To be eligible for the FIN Program, you must have a post-secondary degree, except for some administrative positions.
You must register with a FIN Program partner immigrant-serving organization (ISO), and when you apply, you must:
● be a permanent resident or a Canadian citizen for 10 years or less, counting from the day you became a permanent resident or to the day you apply
● Work or live in
● Ottawa/Gatineau (or within a 125-kilometer radius)
● Fredericton, NB (or within a 75-kilometer radius)
● Halifax (or within a 100-kilometer radius)
● St. John’s (or within a 150-kilometer radius)
● Toronto (or within a 125-kilometer radius)
● Victoria (or within a 75-kilometer radius)
You can apply anywhere in Canada if you graduate from the World University Service of Canada’s student refugee program.

Language skills requirements for FIN
Candidates of the FIN program must prove that they have the necessary language skills in English or French.
You may display diplomas, transcripts, or certificates from a recognized post-secondary institution to prove your English or French language skills. Your institution may be in Canada or abroad, and your document must show that you successfully graduated through a program in English or French.
Otherwise, you can also include a translation of the original document and submit a letter from the institution that proves the instruction language was English or French.
Courses in English or French are unfortunately not accepted as proof of language.
If you wish to take a language course and show proof of skills, you must have one of the following:
● Canadian Language Benchmarks in English or French of 7 or more in each competency
● IELTS Score 6
● Test d’évaluation de Français (TEF Canada)
● Test de connaissance du français (TCF Canada)
Applying to the FIN program online:
When you apply online, you must provide:
● Your ISO’s name and contact information
● Information to showcase your skills, expertise, and experience.
● Evidence that you meet the required criteria and its explanation
