When candidates immigrate to Canada without having a job offer, the federal government makes use of a points-based system to rank the candidates from across the world. Those having a low score can increase it is with either a verified job offer or a provincial nomination. A provincial nomination is when a specific Canadian province is on the lookout for candidates either with a specific score, or a job offer, or work experience in a particular occupation. The best provincial programs are ones which do not need a job offer. At present, in Canada, there are six provinces that are on the lookout for new immigrants based on their work experience. They include Alberta, Saskatchewan, Manitoba, Ontario, Prince Edward Island, and Nova Scotia.

The programs are specifically for skilled workers and not for entrepreneurs:-

  1. Alberta

For Alberta, they look out for those in the Express Entry system having a valid profile along with a comprehensive ranking system score of 300 or more. 

  1. Saskatchewan

For Saskatchewan, they look out for those in the Express Entry system having a valid profile along with a comprehensive ranking system score of 300 or more. 

  1. Manitoba

For Manitoba, they will look out for those in the Express Entry system having a connection to that specific province like previous work/study in the province, or having a friend or relative residing in Manitoba. Those who are on their in-demand occupation list get extra points on their application. 

  1. Ontario

For Ontario, there two programs that look at occupation in specific without the need for a job offer or even prior work experience in Canada. The first program is the Human Capital Priorities Stream that is looking for applicants who are in the Express Entry system having a comprehensive ranking system score of 439 or more and also have work experience in any one of the occupations mentioned in their list.

The second one is the Human Capital Priorities Stream that aims at tech occupations. This program is looking for applicants who are in the Express Entry system having a comprehensive ranking system score of around 435 or more and also have work experience in any one of the occupations mentioned in their list.

  1. Prince Edward Island

For Prince Edward Island, a person in the Express Entry system can file an Expression of Interest with the specific province indicating that they will be interested in living in Prince Edward Island. The province then chooses the candidates having the highest rank. Those who are connected to the province would be preferred before selecting those having no connection.

6.Nova Scotia

For Nova Scotia, there is the Nova Scotia Demand: Express-Entry Category B program. As per this program, applicants must have a valid Express Entry profile, a particular score on  Nova Scotia’s ranking system, and a minimum of a year of full-time paid work experience in occupations in their list in the past six years. This province also has the stream of Labour Market Priorities wherein applicants can be selected from the Express Entry system that is based on work experience. People are selected all through the year and the occupations they target keep changing. For instance, in 2019, the occupations targeted are carpenters,  Financial auditors, accountants, and early childhood educators
