Two new invitation rounds have been announced by the province of Ontario this year where the Express Entry candidates have been issued the invitation with Comprehensive Ranking System as low as 351.

On 26th March 2018, Canada’s Express Entry pool candidates were selected and invited by Ontario for further application for nomination through the HCP or Human Capital Priorities Stream.

Generally, Human Capital Priorities Stream nomination results in Express Entry candidates securing an additional Comprehensive Ranking System of 600 points along with the Invitation to Apply for permanent residence through Express Entry pool future draws.

Both the draws were conducted on 26th March and Ontario issued the “Targeted Notifications of Interest”  to all the candidates who meet the criteria of the Human Capital Priorities Stream as well as those who either have French language skills with CLB 7 and above or had an Ontario job offer.

Well, in the first draw, around 480 candidates were selected who met the criteria of Human Capital Priorities Stream criteria or had the Ontario job offer.  Candidates having the Comprehensive Ranking System score between 351- 446 were also chosen.  Again,  in the second draw, 299 additional candidates were selected who fulfilled the Human Capital Priorities Stream criteria as well as demonstrated the French language of CLB 7  and had Comprehensive Ranking System score between 351-  446.

In both the draws which were conducted on 26th March, OINP or Ontario Immigrant Nominee Program selected those candidates who have submitted their Express Entry profiles between the time period of 1st January 2018 to 26 March 2018.

Typically, Human Capital Priorities select candidates who have the CRS score of more than 400.  But there are various occasions when it has selected candidates who had course below 400 CRS.  For instance, NOIs which are issued by Ontario to candidates with work experience in specific ICT occupations, despite the fact that they had CRS scores of less than 400.

The Ontario government announced that these two invitation rounds were conducted in order to help Ontario to meet the priorities of the economic development and labor market. In the words of the Ontario government, “meet its labor market and economic development priorities, as well as to be more responsive to employer needs.”

Ontario target candidates with CBL of 7 in the French Language as it aims to meet the target of 5% Francophone immigration under Ontario Immigration Strategy.

According to the data of OINP, a total of around 2,587 NOIs issued for the Human Capital Priorities stream in this year, till date.

These were the very first Human Capital Priorities draws of this year which simply just targeted candidates with Ontario job offers as well as French language ability.  All the programs conducted this year target those candidates who are eligible for the Human Capital Priorities, with no French language proficiency and job offer restrictions.

Along with the Human Capital Priorities, candidates who have high ability in speaking the French language may also be chosen by Ontario under the French-Speaking Skilled Workers stream. Here, candidates need to possess both English and French language proficiency.

Ontario Immigrant Nominee Program stated that it will issue NOIs continuously on a regular basis through the Human Capital Priorities to those applicants who have a minimum CRS score of 400 as well as meet the requirements of the program.

Candidates who are interested in pursuing the Human Capital stream need to submit a profile to the Federal Express Entry pool.
