This is resulting in dissatisfaction among employers. There has been an increase of 55 percent in the number of filings for L1A visa RFEs at California Service Center. This is the record high level in the last two decades.

It also needs to be worth notable that the percentage of RFEs dropped to 29 percent(from 44 percent in the fiscal year 2014) in the fiscal year 2015 at the Vermont Service Center. The reason seems quite unclear for the varying L1A RFE rates in different service centers.

Need for increased transparency in the USCIS—There is an urgent need for increased transparency in the USCIS, Odom quipped. This is especially with regard to the RFE rates. Hence, enhanced training is needed for the officials working in the processing of US L1 category visa cases, Odom further recommended.
