Yes, as per the details, Bulgaria is having shortage of high skilled workers. And an easier Bulgaria work permits process will mean more high skilled foreign workers to Bulgaria.

How will this be done?—Well, it is being stated that Bulgaria will have reduced time for issuance of Bulgaria work permits to high-skilled foreign workers. Moreover, it will also work on extension of validity terms of Bulgaria work permits for such foreign workers.
Meglena Kuneva, Bulgarian Minister on EU policies, has stated that Bulgaria will be introducing simpler Bulgaria work permits for achieving its optimum potential and for affirming its global position.
So, the proposals will mean issuance of Bulgaria work permits within a maximum period of two months rather than the current six months period. Also, the validity duration of Bulgaria work permits will be increased to three years from the current one year.
All such steps are aimed at making Bulgaria a global destination, Kuneva clarified.
Skills shortage in Bulgaria—Bulgaria is experiencing a severe shortage of skills in different fields including engineering, IT personnel, specialist staff and managers and engineers. Also, doctors, accountants and sales representatives are in short supply in Bulgaria, a recent survey indicated.
Hence, to cater to the increasing skills shortage, several Bulgarian firms recruited nearly 645 foreigners from around 45 non-EU(European Union)nation last year.
This was affirmed by the figures given by National Employment Agency.
Since the start of the current year, nearly 60 foreigners have already been hired through the Blue Card scheme of the EU. Most of these foreigners are from India, Russia, Turkey, Macedonia, the US and Ukraine. This scheme is meant for hiring high skilled foreign workers to EU nations. EU Blue Card process was launched in 2011.
An employer has to make sure that any foreign specialist is being hired as no local person was found for the vacant job position in Bulgaria.
