Employers in Canada who are looking to hire immigrants in order to fill shortages of workers can do so in a number of ways, such as online, but now, there is one government agency ready to assist these employers.

Human Resources and Social Development Canada (HRSDC) has a foreign workers program in place that is aimed to address shortages in the labor market. Jason Bouzanis, chief media relation officer of HRSDC, said that they have a specific role at HRSDC. He said that although HRSDC is responsible for the program but it is delivered through the offices of Service Canada.
If any employer is looking to hire immigrants, then he or she can a labor market opinion application form at a local Service Canada office in order to avail the benefits. In the process of applying, employers have to show that they are offering a prevailing wage. They also need to fulfill certain basics regarding the working conditions of the employees and they also need to reveal the fact that they tried to recruit Canadian workers for the job. Thus, unable to get suitable Canadian workers for the job, they have to look for foreign workers, Bouzanis said.
After this, they need to make clear that their move is aimed to benefit Canada. Bouzanis further said that if the employers meet all the required conditions then HRSDC would issue a positive, neutral or negative labor market opinion. If HRSDC issue a neutral labor market opinion then it means that it would be something like a music festival in which an employer is looking to bring in some musicians for a weekend. This means that it has neither a positive nor a negative influence on the market.
However, if the employer receives a positive labor market opinion then he would bring that to Citizenship and Immigration Canada, who works towards recruiting employees. Bouzanis said that either the Citizenship or Immigration Canada someone whom they are looking to bring in, or they will use the services of any third party organization that will help them to recruit employees.
Bouzanis also said that there are certain employers who already know someone who is available and are willing to bring him/her into Canada. In such a case, added Bouzanis, Citizenship and Immigration Canada will work with the employers to make arrangements in order to bring the employee into Canada under a work permit.
