Though the Liberal party was not in favour of the bill C-50, but owing to the political situation, it could not reflect its opinion. As implementation is the prime requirement, the bill will go to senate to get the status of law, and once it gets the approval of governor general, it will come into effect retrospectively from February 2008.

As per the new law, the immigration minister will have all the power to favour the immigration of skilled workers such as professionals and doctors. The changes are likely to have remarkable effect in case of immigration of India, which has over-shadowed China and emerged as first in providing immigrants to Canada.

The immigration minister can also take considerable steps in fixing up the limits on the number of immigrants. And once the target of a year is met, the applicants will not be allowed to immigrate into Canada.

The real motive behind the changes brought in immigration law seems to be political ground. The Conservative party has never got enough votes from the immigrants who are mainly concentrated in major urban areas. So, now the party intends to do better in the urban area of Canada. This political reason can be thoroughly justified for such strict changes in immigration law.
