US citizenship holds the maximum demand under free-market economy. The problem crept in with the shortage of labour, leaving the business with the option of either increasing the pay-package, or hire less-skilled workers on less package and train them. The outcome of either of the option would strengthen the US economy by boosting the middle class and income tax base.
The availability of low-skilled immigrant workers enormously hampers the natural demand and supply of labour market, forces the wages down and many a times hampers the career of qualified Americans. These low-skilled workers (legal/illegal) abstains teenagers from entry-level jobs, also giving rise to 15% unemployment in addition with crime and gang activities.
The congress tripled the H-1B quota, between 2001 and 2003, so as the corporations can have unlimited approach to foreign workers. It again had a negative impact on the U.S. economy by giving 20% rise to U.S. technical unemployment by 2004 in Silicon Valley and some other areas as well. Yet in December, 2002, Hewlett Packard Services (HPQ) chief Ann Livermore declared that they trying shift everything possible offshore. Microsoft senior Vice President named Brian Valentine in June, of 2003, called on workers in his presentation, to pick anything to go-ahead somewhere offshore, keeping in mind Indian territories.
Microsoft and Google (GOOG) are available with thousands of resumes of skilled U.S. citizens on weekly basis. So, there is never the crisis in availability of qualified workers, rather the challenge is the management of 100,000 resumes filed in the department of human resources. According to National Science Board report, the H-1B programme admits 85,000 foreign workers every year. The L-1 visa allows the multinational corporations in canalisation of less-skilled workers to U.S.
The wage savings always exceed the cost involved in visa, giving a lucrative option to workers. So, keeping the interest of skilled American workers in mind, the work visas should only be extended to someone with exceptionally good work skill or when there are absolutely no Americans available for the post. It is very important to keep the immigrations of foreign workers in check, so as to avoid chaos and insecurity of career prospects of American workers. It would lead to unhealthy trends in the economy, and would also hamper the relationship of various countries with US.
