France has revealed treaty on EU-wide immigration.
France pushed Europe into establishing common policies regarding immigration, refugees and asylum.
It introduced a European immigration pact as the first big move and was also pushing 27 countries to back it in October at the EU summit.
The French proposal denies that EU is in quest for a stronghold Europe, arguing that matching of policies is necessary for mastering immigrant flow, make integration easier and also promote development of the countries from where the migrants hail.
Wolfgang Schauble, the German interior minister said that they are not turning Europe into a dugout; rather they are navigating the migrant flow in the world. The French scheme is aimed at making it easier for the EU to pull highly qualified immigrants towards Europe, in order to fill the labor shortages in Europe and to expel illegal immigrants.
According to the leaks in the French press yesterday, the French government advisers criticized Sarkozy’s plans for immigration quotas in France and market it as unrealistic and irrelevant. Sarkozy had to strip a few key elements of his European pact. The French planned to introduce an “obligatory integration plan”, which defined the way the immigrants are required to behave across Europe. However, Spain was against the requirement and so the French immigration minister, Brice Hortefeux dropped the requirement following a tour to European capitals to make it acceptable.
The French demand for a ban on the wholesale legislation of illegal immigrants was also met with opposition. The argument over the deportation of illegal immigrants was ended last month i.e. after three years by the EU. It was estimated to be around 8 million in EU. Under the law, an illegal immigrant was liable to be detained for period of 18 months and once deported, he was not authorized to re-enter EU for at least five years. The law was however criticized outside the EU, especially in Latin America.
The current proposals focuses on five basic areas- regulating illegal immigration, returning illegal immigrants, making the EU border services better, partnership with the country of origin of the migrants, and the policy regarding asylum. Among all, the French are pushing hard for the functioning of the EU’s first asylum support office, within 18 months.
The French pact is build on the new laws of the EU such as ‘return directive’, and blue card scheme that is modeled around the green card of US and is aimed at attracting highly skilled workers.
