Chances of Passing Provincial Nomination Program

Hi!

I am an IT profession with 24 years of experience in the IT industry and wife is Nursing graduate in the Philippines. I was also assigned in the US for some time while I was still connected with Accenture, Manila. Will I be qualified to apply as immigrant through the Provincial Nomination Program? If yes, what specific province in Canada and how long will it take to process my application?
