Super Visa

Question in Detail: 
My parents got a multiple entry Super Visa but the validity for that visa is only 1 year. Does that mean that they have to return within that period and do they have to reapply next time to visit after a year. Then what's the point of applying for a multiple entry Visa. Whwn govt. says that it will be issued for 10 years or 1 month less than passport validity.
