I have lost my resendancy stutus , may you help and advise me

Question in Detail:
Dear sir,
I have invalid CPRC , expeiry date 23/10/2007 ,also I have canadian insurance card.
that after I had made my landing and getting the CPRC and CIC within two months staying in canada I had left canada since 10/12/2002 and i never come back to canada ,
if possible ,you can help me getting back the resedancy stutus or I should apply as new one.
knowing that ,I am Jordanian chemical engineer with 16 years work experience ,and my age 40 years ( 14/04/72 my born ).
please advise me.
