about temporary foriegn workers from india under noc c and d agricultural jobs

sir, i am from india, male 23 years... completed my btech ece in inida 2011... i had known about an offer regarding temporary foreign workers under agriculture seasonal jobs under noc c and d pilot project for indians with three years of work permit with a salary of $36000 and work visa of 3 years... so i am going to apply for it, i wanted to know that is it true or fake...does this kind of jobs are available in canada? and also want to know that after two years can we apply for PR while one year work permit is remaining and can we get PR so that i can continue to stay in canada and can do my job based on engineering...sri, please help me sir....please do it for me sandy
