The gap between the labor market and availability of skills is growing wide in the country and therefore the need of filling them fast. This growth actually leads to the need of increasing the number of temporary foreign workers.
According to the experts, in another few years’ time there would be as many as a million of unfilled jobs in Canada.
The intake of temporary workers
The large number of unfilled jobs can only met up if the number of temporary foreign workers increases considerably, every year. And the country would prefer taking in more of temporary workers than permanent residents.
By the end of 2012 the number of temporary workers has been increased to 340,000 and in the last seven years this number has become double.
Changes in the Temporary Foreign Worker Program
• Employers will be charged an amount of $275 for every application they make.
• There are more restrictions on language proficiency.
• Job openings have to be advertised on a broader requirement.
• There will be a questionnaire to be filled by the employer to confirm if there is an effort to replace an existing Canadian employee or not.
• Any employer found to be in non-compliance with the rules will be banned from making any recruitment of foreign workers.
Employers under scanner
Employers are under tight scrutiny to control the way they treat the foreign workers and even the Canadian employee too. The new rules will be keeping a check on the nature of wages or salary provided to the immigrants, their working hours and their safety as well as health. At the same time there would be adequate measures to confirm if the jobs are diverted to the temporary workers than Canadian employees.
In a joint announcement made by Immigration Minister Chris Alexander and Employment and Social Development Minister Jason Kenney it was said, “Qualified Canadians including new Canadians should have first crack at available jobs.”
Immigration Consultants may take advantage of changed rules
There is a high possibility that the tightening of the rules may become an issue for the immigrants. There may be consultants who would be taking advantage of the situation. Changes in the Temporary Foreign Worker Program are introduced to put a check on atrocities by the employers.
