Solution to this problem:

As this system seems to be most convenient, accurate and provides with the actual detail of the person, its resident’s status and other important information. Even the employers are in favor to encourage this step as much of 3, 60,000 employers have been found favoring the proposal. They are planning to prepare a system that matches name of the person, date of birth and Social Security number, in case any fails, employers will not hire the person seeking employment.
