This was stated by officials following a meeting held with Jason Kenney, the then Canada immigration minister, in November last year.
So, any immigrants trying to hide their polygamous marriages are going to be shunted out of Canada, the official spokesperson for Kenney had informed during November 2012. The minister had knowledge about such problem in Canada.

So, it will not be wrong to say that its many could simply disobey such rules by lying about the number of his marriages and/or who happens to be his first wife and bring more than one wife into Canada later on(by telling fake information to Canada immigration officials for the purposes of Canada immigration).
