The process of determination of the refugee status is based on individual basis. Member of Immigration and Refugee Board of Canada studies the case of the claimant of refugee basis and decides accordingly. The member basically looks into the matter that whether or not the life of claimant is at risk in the home country or not. The decision is taken on the basis that whether related authorities are capable or willing to protect the life of the person.
So, the matter that whether Canada gives refugee status to one or 1,000 Mexicans is not to show that Mexico is incompetent to look after the security to its people.
Supreme Court of Canada has given the refugee status to a resident of north Ireland (U.K.) and one Ireland’s citizen on the ground that police was not able to shield them against terrorism. Immigration and Refugee Board also provide refugee status to people who in case of family violence and also to gays and lesbians who face violence.
Mexico is always willing and takes step to fight violence and corruption. But this is the basis upon which Canada would refuge refugee status to an individual whom they find fill in the criteria for the refugee status.
